If the engine is otherwise stock, can you get your hands on another stock Crown Vic EEC to see if the problem is with the EEC you have (i.e. whatever got flashed to it) or with the rest of the setup? Short answer is it sounds like something is mechanically "sticking." Either the IAC valve itself is not adjusting smoothly and either needs to be replaced or lubricated. Check that you've lowered the Injector Offset vs Bat Voltage function. The stock GUFx tunes have rather high values in there that add way more initial fuel than is needed. bmasencup, I edited your post below to link directly to the pictures. Its hard to tell from the pictures, but the larger SMD (surface mount) capacitor with the X on top looks like it is starting to dome, indicating it is reaching end of life. At some point, it is likely going to need to be replaced....
