Without the ability to datalog, I don't know that there's much we can tell you. Datalogging gives you "eyes" into what the EEC is doing and is contending with. Without it, you are tuning blind. Tuning is already a challenge especially if you are new. Doing it blind will make the experience even more...

Can you datalog the HEGOs and confirm what they are doing?

The problem I was experiencing had nothing to do with hardware failures. It was all in the firmware (or more correctly stated, rigidware) in the QH's CPLD chip.

Even if you don't have a license for EEC Analyser, install it and go to the Cam timing calculator and read the helpfiles about how to use it. There's a LOT of peripheral info about cam timing beyond just using the calculator that I think will answer a lot of your questions.
