bmasencup, I edited your post below to link directly to the pictures. Its hard to tell from the pictures, but the larger SMD (surface mount) capacitor with the X on top looks like it is starting to dome, indicating it is reaching end of life. At some point, it is likely going to need to be replaced....

The jump in load is sure suspicious that something has happened. Can you tell what input caused the jump? For instance, did MAF voltage also jump at the same time? Also WRT to the 12MHz chip, is the EPIC using a 2x multiplier to run the actual 8065 at 24MHz? I can't imagine it is actually clocked at 12MHz. How are you determining 0% duty cycle on IAC? Test light? VOM? Some other way? It makes sense that the IAC would have 12v since the EEC generally prefers to sink devices to ground in order to activate them as opposed to powering them.
