New Laptop and transfering BE2010.

I just got a new laptop and need to put BE on it.
The old laptop is still working fine, i am writing this from it, it has a power jack that is a bit dodgy, it's o.k. on a desk but plays up in the car, and its still on XP or Linux depending on what hard disk is in it.
BE2010 runs fine and does everything I need it to.
I use GUFB and Sailorbobs GURE definitions on it mainly.
I was going to transfer the license using the transfer option in the registration tab, if it is still available, or upgrade to BE2012.

This is what I want to know:
1.What needs to be done with the GURE license if I stay with BE2010?
2.Is the functional side of BE2012 that much better than BE2010? It does look nicer but the same functions seem to be there.
I have no problem with upgrading if it is a huge improvement.
3.If I upgrade what needs to happen with the GURE license? If it is available on 2012, i will contact sailorbob on this.
