Has anybody used the factory EEC-IV diagnostic tools?
I've been on a kick lately, buying up some of the OEM EEC diagnostic tools for EEC-IV cars. I've never used them, and don't know that much about them. There are several generations of these tools as well, which I'm curious about.
Here's a few of what I'm talking about:
007-00018 EEC-IV Monitor
007-00021 EEC-IV Monitor Recorder
007-00028 Superstar II
007-00004 STAR Tester
105-00001 MAP/BP Tester
105-00002 TFI-IV Tester
014-00431 AIM Tester
007-00035 TFI Intermittent Tester
007-00097 TFI-IV Diagnostic Cable
And then the newer stuff like 007-00500 NGS Scan Tool. Or the WDS.
I'm curious if any of this stuff would be better for diagnostics than perhaps BE/Quarterhorse would. For one thing, I don't want to prep every PCM for a chip connection, and I don't want to have to pull the PCM out of it's hole on cars that I just want to diagnose.
I would also like to know exactly how much data can be extracted from an EEC-IV computer's diagnostic link. I always thought it was limited to just code output, but I've heard rumors that the SN95 5.0L's had more capability than that. I studied the EVTM manual, and found that both 89-93 and 94-95 diagnostic links have the same wiring schematic. And there is basically a bus + and - going between the PCM and the diagnostic link, so the possibility of there being streaming data on that bus intrigues me.
And finally, what scan tool works best, what are it's data capabilities, and when did Ford draw the line on their diagnostic tools no longer working with EEC-IV. Was their final EEC-IV tool more capable than their earlier stuff?

I have recently bought a working FDS 2000, which is the dealer diagnostic tool for European Cars.
It does an awful lot of what all the bits on your separate list do.
Reads all ECU's / Modules, re flashes updates, Codes Keys.
Alters CCM parameters:-
Such as indicator flash when setting alarm on / off, or boot lid opens from fob with ignition on yes / no (for taxi), etc etc. and probably does a lot more that I've not discovered yet ;)

Just buy a matco analyzer, can even datalog eec iv. Just an fyi, qh can show interesting things like in the case recently a shop checked maf voltage at 4 pin connector and eec connector was good however qh showed no signal input, replaced pcm issue resolved.

I use the Genisys scan tool. It allows saving the complete datastream for any of the OBD-I and OBD-II with the supplied software it allows the data to be saved as a cdf (*.txt) witch EA will read. with additional addons you can access the ABS, Air Bag and inport vehicles, Big Rigs. A 4 channel Scope and Exhaust gas analyzer are also available.

there is no info on this device. and I suspect, that it is only capable of KOEO & KOER tests on older eec-iv, not "datalogging eec".
different story on obd card, but cmon, it's not eec-iv specific.

full on screen graphical logging and playback, keep in mind log rate will be slower that utilizing be with qh.

I know there were some pre-96 vehicles that were early adopters of the OBD-II port. For example, my dad's 95 Ranger 4.0L 2wd I expected to be EEC-IV with a standard EEC-IV (OBD-I) diagnostic port under the hood. Looking all over, I couldn't find it. But since the dash and engine bay look so much like my 97 Ranger 4.0L I thought MAYBE it has an OBD-II port under the steering wheel, and it did. My crappy Actron OBD-II scantool even works on it.
What I don't know is if the EEC in his 95 is EEC-V or EEC-IV. I would assume it's EEC-V. But I also heard about some EEC-IVs implementing something called OBD-1.5 which was something that wasn't quite OBD-II but more advanced than OBD-I. I don't know if what his truck has is OBD-1.5 or just an OBD-II early adopter. I'd kinda like to know.

Not all vehicles will have full data-stream but several do. This data-stream is acquired through the eec iv test port.

It's been my experience that most EEC-IV around 91 and later supports the data stream, most of the earlier stuff I've only been able to pull codes with. (using Snap-on MT2500)
95 is weird for sure. There are alot of 95 Powerstrokes that have an OBD2 port and an EEC-IV connector, but won't communicate via OBD2 protocols. You must use the EEC-IV connector.
However, many 95's do support OBD2. I never understood why some do and some don't. I suspect it's related to both GVWR and Cali vs Federal emissions level.
What I also found interesting was a TSB saying to update the PCM to 96 specs to aid in diagnostics. It's my understanding that they have to be updated using the old NGS, once updated you can use a newer tool like the IDS for diagnostics and flashing. I'm curious as to why that is.

My guess was Ford simply couldn't handle converting their entire fleet in 1 year. So they did some early. But I never knew the details of whether the OBD-II supporting 95s were actually EEC-V or EEC-IV. I do know the 95 Ranger doesn't have an EEC-IV diag port but does have an OBD-II port.

They were legally required to have 1/3 of their fleet be OBD-II in '94, 2/3 in '95 and everything in '96. Hence why the '94 Mustang V6 were OBD-II but the GTs didn't go OBD-II until the 4.6 in '96.
There is no datastream until OBD-I so you aren't going to manage to get data out of anything before ~'91 without a twEECer/QH.

If it has an OBD-II port, it's gotta be EEC-V. EEC-IV systems, especially on SEFI Automatics just wouldn't have enough pins to handle all the O2 inputs, heater monitoring, OBD-II port connections, etc... The 1994.5 Diesels had weird EEC-Vs that came factory flashed with software that only support the underhood diagnostics connector. A year or so later you could get a flash that enabled functionality of the OBD-II port under the dash. Perhaps their OBD-II dealer diagnostics hardware wasn't available at the time of release?

Bumping this old thread as it sorta addresses a question I have but I don't think it was really answered here. Specifically, I'm wondering if the newer (not so new now) "hammerhead" scanner, (Rotunda Scan Tool 007-00500) can be used for older EEC-IV PCM's. Just looking for a single scanner that can be used across EEC-IV (ODB1) and EEC-V (OBD2).

1990 Ford Ranger FLH2 conversion. Ford forged/dished pistons, Total Seal file-fit rings, Clevite rod and main bearings, Clevite cam bearings, IHI turbo, Siemens Deka 60lb/hr injectors, Ford slot MAF in custom 3" housing. Moates Quarterhorse with Binary Editor, using the PAAD6 database.

I've used an NGS in the past to datalog my 95 Mustang GT.
I believe the 91+ Mustang 2.3 (DPDIS) had OBD-I and can be datalogged also.
