Can bus questions

I have a 2006 crown vic cop car that I stripped and put a willys truck body on. The crown vic was a running driving car before I stripped it, no cel.
I'm having what I believe is a can bus issues, everything I know of that has to do with the can bus is plugged it but I have a feeling there's something hidden I don't know about.

Here's a list of things I have. A motor that will crank, a cluster that seems to function, the tach bounces while spinning, constant 12v power to my injectors but theyre not fiiring, all good fuses and relays. I shortened the main harness so it would fit under te hood one wire at a time. A computer that I sent out to have turned into a stand along computer. Last but not least a no start situation.

Here's what I don't have. A fuel pump (verified it does work with hot wire), no digital odometer read out, communication to the OBDII port that is of any use to diagnose.

I have tried cranking and spraying starting fluid with no luck. When I did the swap I did not touch the engine harness at all, that stayed in place the whole time. I did do some welding on the chassis but the battery was out and nothing was plugged it at that time.

I'm bashing my head off the wall trying to figure this system out so the thing will run. I'm open to ideas and places to look.

If the engine is otherwise stock, can you get your hands on another stock Crown Vic EEC to see if the problem is with the EEC you have (i.e. whatever got flashed to it) or with the rest of the setup?

Based on the behaviors you are describing, either there's a more than 1 thing wrong with the wiring to prevent injector fire, prevent fuel pump, and likely other things you haven't noticed yet. Or the EEC just isn't functioning correctly.

Even if the engine is heavily modded, a bone stock EEC would at least fire the injectors & ignition well enough for starting fluid to turn the engine over as well as run the fuel pump assuming if the wiring is good. So having a known good EEC would be useful in a condition like this. I had similar issues back when I got my 89 Ranger running with a transplanted V8. I didn't know if the issues I was having were EEC, wiring, or engine related. So I got a 2nd EEC off eBay purely for diagnostics to help me confirm/eliminate issues. My issues ended up having nothing to do with the EEC itself, but it was nice having a 2nd to get that confirmation.

The engine is bone stock, I have no plans to do anything to the motor or transmission.

I drove the car to the spot I tore it down. Put everything on top of the chassis and back together again. I had the same result before I had the computer flashed as I have now. I figured having it flashed to make it a stand alone unit would resolve any issue I may have been having.

I can always get another computer if I need to, before I do that I was hoping to find someone who understands how this can bus system works and what exactly it could be looking for. If there was a problem with the EEC shouldn't it have been seen while reflashing it?

Once I can get the car to communicate through the OBDII port I'll be able to figure it out from there. I have checked power between pin 16 and 5 on the OBDII and have full battery voltage. For some reason it's still not communicating.

But what the problem could be from here I'll have to defer off to others that know that era of vehicle better.

It's an old cop car. From what I have read the pats system is disabled on cop cars.

I would focus on why you don't have communication to the OBD2 port. Do you have 12 volts at the PCM connector pins 35 and 36 with the key on? Do you have ground on pins 47, 48 49 and 50? Make sure you test with an incandescent test light or bulb and not a DVOM. If powers and grounds are good, check continuity between the OBD2 port pins 6 and 14 and the PCM connector pins 11 and 23. Also make sure CAN circuits are not shorted to power or ground.

I have 12 volts at pin 35 and 36 with key on.

I have ground on 47, 48, 49 and 50.

Continuity reading 3.7 between 6 and 14.

Continuity reading 0.00 on Pcm connector pins 11 and 23.

I got my hands on a better scan tool than what I was using. I'm showing a P1233 - fuel pump driver module offline. I also have no spark still. Also I do have a constant 12 v on one side of the injectors.
