Unable to open TwEECer, but I can Data log?

I was trying to verify a change, & I get "unable to open TwEECer".
It's say write complete, but it's not making the changes.
Any help???

Never mind, I re booted my laptop & it's fine now. I think it thought Calcon was still open?
